I served on my lcoal school board for 4 years while teaching in another district. I have negotiated on both sides. Most often, I have found that school boards would love to have more money to spend on staff/faculty but not only were we required by law to keep somoe money in "free cash", we were also required by law to hire a lot of admin folks to oversee programs that the sate mandated but did not pay for. It was all enormously frustrating.

Our local district also went bankrupt one year when a student moved into district with an IEP for a very specialized residential sped setting and a teacher unexpectedly got sick and retired, requiring us to pay almost 2 years of salary to her unexpectedly.

There is NEVER enough money for education. EVER.
