How?

Does bombing, shooting, arresting and starving them seem to be working? Here's a novel idea: take away the reason for their intense need to resist and revolt. Give them land; give them freedom to learn, to earn a decent wage, to live as ordinary citizens of a real country, instead of prisoners in "occupied" pieces of their ancestral homelands.
